Subject:     Yemeni Proxy Wars

Karin Kneissl, Federal Minister for Europe, Integration and Foreign Affairs, addressed AFET on 10 July 2018. Speaking on Yemen she stated that the conflict is most definitely a proxy war.

This is in direct contradiction to the comments made by the EU Ambassador to Yemen, Antonia Calvo-Puerta, at a three-day meeting of tribal leaders. She suggested that the conflict was internally motivated and could only be resolved through intra-clan negotiation. This view appears to be supported in Yemeni press reports attributed to Patricia Lalonde MEP, who is quoted as advocating an “EP strategy” for extensive inter- tribal talks due to the fact the conflict cannot be affected by external actors.

Does the High Representative repudiate the comments and views of the EU Ambassador and Patricia Lalonde?

If the High Representative agrees that the Yemen conflict is a proxy war, what strategy does she propose to bring Iran and the “Coalition” to the negotiating table, and what options are there aside from the status quo ante?

Would the High Representative provide details of discussions with Martin Griffiths, UN Special Envoy for Yemen?

Would the High Representative provide details of EU input into the proposed peace talks?

Has the High Representative had any formal discussion with representatives from the Southern Transitional Council and if so could she provide details of discussions?
